David J. Stern is a Senior Electronics Engineer within the Infrastructure Development Directorate, Business Development Center, for the Defense Information Systems Agency (DISA). Mr. Stern technically leads the evolution of portions of the Department of Defense Information Core through the use of technologies and concepts such as Software Defined Networking, Software Defined Compute & Software Defined Storage. Mr. Stern is also a United States Army Reserve Lieutenant Colonel, currently assigned as a The Army School System (TASS) instructor for the United States Army Command & General Staff College.

Prior to his position as Senior Electronics Engineer, Mr. Stern was an Electronics Engineer assigned to DISA Europe where he engineered network deployments for the DoD’s Tier0 network. In his reserve capacity, Mr. Stern also served as the Deputy Chief of Staff, G-6 of the 7th Civil Support Command, located in Kaiserslautern, Germany.

Previously, Mr. Stern was an Electronics Engineer with the United States Army Information Systems Engineering Command (HQISEC) where he engineered connectivity between the United States Army’s terrestrial technical control facilities. Mr. Stern also served periods of civilian temporary duty in forward deployed locations in Afghanistan and the Middle East. In his reserve capacity, Mr. Stern served as a Current Operations Watch Officer at Network Enterprise Technology Command (NETCOM).

Prior to joining the Civil Service, Mr. Stern served as Technology Manager for Sulpher Springs Valley Electric Cooperative in Sierra Vista, Arizona as well as President of Stern Internet Services Corporation and Aim Technical Training Corporation. Mr. Stern also mobilized as a reservist in support of Operation Enduring Freedom, and received a Bronze Star for his leadership, engineering, and deployment of soldier developed automation systems for warfighter support functions in the Afghanistan and Iraq theaters of war.

Prior to Mr. Stern’s civilian employment, Mr. Stern was a Regular Army Officer within the Army Signal Corps. Mr. Stern served in positions of increasing responsibility including Cable and Wire Platoon Leader/Executive Officer, Signal Battalion Logistics/Maintenance officer, Signal Battalion Detachment Commander, and Information Systems Engineer.

Mr. Stern is a member of the Acquisition Corps and is DAWIA certified at Level III in Systems Planning, Research, Development, and Engineering (Systems Engineering). Mr. Stern is also a member of the Project Management Institute and achieved Project Management Professional (PMP) certification in 2006.

Mr. Stern is a Distinguished Military Graduate from Rochester Institute of Technology where he achieved a Bachelor of Science degree in Microelectronic Engineering. Mr. Stern's academic credentials also include a Master’s degree in Business Administration and a diploma from the United States Army Command & General Staff College.
